Contributions to the Development of the flood risk management strategy (Romania)

SCE missions :

  • Task 1:
    - Establishment of the medium and long-term flood risk management strategy and the action plan for its implementation
    - Assessment of the Flood Risk at the National Level
    - Critical Analysis of the existent protection system against floods: diagnosis, proposals for measures and actions for reducing the floods risk
    - Development of the medium and long-term Floods Risk Management Strategy
    - Development of the Action Plan for the implementation of the Floods Risk Management Strategy
  • Task 2:
    - Elaboration of the methodologies for drawing up the floods maps and floods risk maps
    - Review the existing methodologies in different countries
    - Definition of the minimum contents of the floods maps and floods risk maps
    - Establishment of the methodologies
  • Task 3:
    - Development of a methodology for the assessment of the direct physical damages produced by floods to the flood risk receptors
    - Review the existing methodologies in different countries
    - Development of a methodology for the assessment of the direct physical damages produced by floods
  • Task 4:
    - Proposition of a standard for the determination of a social acceptable risk on human settlements, social-economical units, transport systems, lands.
    - Assessment of the Romanian STAS
    - Elaboration of a Standard, regarding the determination of the accepted social risk
  • Task 5:
    -
    Design of an unitary system for information and education of the population from the potential flood risk areas
    - Definition of the responsibilities of the actors & design of an unitary system
    - Elaboration of a Guideline for National Awareness Campaign and of an Action Plan for implementation of the unitary system
  • Task 6:
    - Assessment and management of floods in a river pilot basin (3 rivers)
    - Hydrologic & hydraulic analysis, definition of the flooded areas
    - Drawing of the floods maps and floods risk maps
    - Preparation of 3 Cohesion Funds Applications for investment projects (Elaboration of a Master Plan, Feasibility Studies, Financial & Economical Analysis, Environmental Impact Assessment, Applications)
  • Task 7:
    - Dissemination of the Project's results and exchange of experience

 

Actions and measures to reduce human losses and damages caused by floods have been carried out for over 200 years. However, the frequent and intense flash floods and the associated flooding have remained an essential feature: every year, dozens of hectares of land are flooded, eight persons die on average and damages cost more than 100 million €. The recent flood events, particularly the 2005 floods, have highlighted some weaknesses regarding the protection systems and the response capacity to manage the event. This is the reason why the Romanian government has decided by the end of 2005 to implement a National Flood Risk Management Strategy...
